What traits set you apart in the eyes of a college admissions committee?
I understand that there is a large group of people with high GPAs, high SAT scores, and many volunteer hours and extracurricular activities. What sets a certain individual from this group apart from the others? How do college admissions committees decide between people from this pool of applicants?

Those things you listed are the very factors that admissions committees know about you when you turn in your application. Realize that having other qualities set you apart in real life, but it is what is on your transcript and in your personal essay that they must decide on.
The key is to make sure your application demonstrates those things about you that you want to convey to the admissions office. Those things may be…

The best way to show this to the admissions people is through your essay and letters of recommendation. Pick someone to write your recommendation that knows your best qualities, not just a teacher you did well with. But when it comes down to it, if you are equal with someone else in every other respect, your essay will be the deciding factor.
