You need to go online to complete a FAFSA (federal applipacion for financial aid). That’s your first step, it’s required of everyone in the US applying for any kind of student aid. Your school will then send you a letter stating what you qualify for.
That’s what a financial aid award letter is: a letter stating what aid you’ve been awarded. It can come from the federal government or a private scholarship.
But, if you’re applying for a scholarship, they should have told you to complete the FAFSA. I don’t know what scholarship you’re applying for, but i’d be wary if I were you. They’re really not making sense.

All financial Aid award letters should be sent to your university e-mail and home address. Log in to your university based account and search for something along the lines of "My financial Aid" this should be a list of the aid you’re being offered. You only recieve financial aid once you have completed your FAFSA which is due mid March before every semester with some extention. You should recieve your award letter around mid- June/July, and depending on your submission date it could be earlier. When applying for a scholarship make sure to include documentation describing your inability to provide a award letter, and make sure that you will be able to provide that before the deadline. GOOD LUCK! and Remember, high school is NOTHING like college!
