No you don’t have to be in HS to apply for Fin Aid. However, it is best to apply for Financial Aid beginning Jan 1 or as soon as your parents receive their W-2 / income information, because you will need it to complete the FAFSA.
When do you plan on starting college? If you already have a school picked out, maybe you should try talking to a Fin Aid counselor. They will be able to answer any of your other questions.
Speak to you guidance counselor and/or college adviser. Under the circumstances the you have they should allow and encourage you to apply for financial aid now.
Good luck.
