The only grants that the government offers for education are financial aid grants. All of these are applied for by completing the Free Application for Federal Student Aid (the "FAFSA").
Like any other form of federal student aid, the grants that are included in so-called Title IV student assistance can be used for a student’s "Cost of Attendance", which includes room and board – not just tuition and books.
There are no special government programs to provide housing for college students.
There is a common misconception that the federal government has a lot of "grant" money for individuals. That’s not the case. The government does dole out a lot of grant money, but that money sponsors large scale construction projects, restoration of federal lands and scientific studies of animal populations, not assistance for first time homebuyers or people with worrisome credit card debt. The typical federal grant recipient is a large general contractor, a non-profit organization, or a scientific laboratory.
The federal government does fund a number of social benefits programs. You’re probably familiar with some of these – the GI Bill, disability, Social Security, SSI, Medicaid are just some of many. You can find a full list of all of the government’s benefits programs at this portal: http://www.govbenefits.gov/govbenefits_en.portal
Maybe that’s what you were looking for. If you need more information about the federal financial aid program, take some time to look through the booklet that I’ve attached. It’s a US Department of Education pamphlet called "Funding Education Beyond High School: The Guide to Federal Financial Aid." I think that’ll help you understand what money the government has available to college students.
I hope this helps – good luck!
